<br />Based upon the above facts and observations, it is the recommendation of Wright Water
<br />Engineers that the Water Supply and Storage Company "let well enough alone" as to dam
<br />and reservoir operation during the winter so as not to upset a balanced, satisfactory and
<br />prudent set of design objectives and criteria related to dam safety and smooth wiriter
