tfll

Mr. Bailey: "Does anyone have any questions?"

Mr. Tipton: "Colorado's interest is .that this proJect
shall not compete with the Wagon Wheel Gap for water
which would otherwise spill from the Elephant butte
reservoir. It should have the full support of the Board,
and it does not in any way have any effect to the initial
authorization. There is no action of the Board required
at this time."

I

Mr. Bailey: "We have the matter of, (6) Consulting
Service from ~. J. Tipton to take up before ~r. lipton
leaves. I will ask the Director to read the contract."
Mr. Crawford read the contract.

Mr. Bailey: "You remember that we discussed a need for
this contract at our last meeting."

Mr. Dutcher: "I move that we approve the contract.."

Mr. Dille: "I second the motion." Additional Engineer Situation.

Mr. Bailey: "I wi'll ask Dean Crawford to' discuss that."

Mr. Crawford: "On account of our Civil Service regulations
the salary was not high enough to secure the services of
Mr. Wheeler now employed by Mr. Tipton. In the meantime we
have been looking around and are now in the exploratory stage
of employing an engineer with the qualifications we are seek-
ing, in order to take the load off Mr. Gildersleeve's
shoulders. He has done nothing but work on this report for
the last two or three weeks and he would be the first to ad-
mit that he has not done full justice to the repert.' For
that reason I am extremely anxious at the present time to
have your authorization to employ an engineer in the organi-
zation who will be able to take part of the' load from hr.
Gildersleeve and me."

[

Mr. Dille: "How do we stand financially?"
