<br />Agenda item <br />September 24-25, 2001 meeting <br />Page 2 of 15 <br /> <br />water users the effective limitations of Colorado's water resources as weB as opportunities for <br />compromise, <br /> <br />Prolect Obiective <br /> <br />The overaB purpose of SPDSS is to provide state officials aM water users with a creditable and efficient <br />set of tools with which to plan, develop and manage the water resources in the North and South Platte <br />River Basins, Based on the CRDSS (completed) and the RGRDSS (nearing completion), SPDSS is <br />envisioned to be a data centered system and include surface. and groundwater models, a consumptive use <br />model, an overaB water budget model, and water right administration and analytical tools, The project <br />when completed will improve water management and development opportunities throughout the basins, <br />SPDSS weB allow better coordination between: (I) ground ~ater recharge and storage projects, (2) water <br />right and South Platte River Compact administration, and (3) the identification of opportunities to benefit <br />biological species of concern in Colorado and participationiin the Platte River Cooperative Agreement. <br /> <br />An Advisory Committee has been established to help guide both the Feasibility Study and development <br />of SPDSS, Funding aBow the CWCB and CDWR to continue coBecting the necessary data prior to any <br />model development, Furthermore, adding SPDSS to CDSS will enable decision makers to evaluate the <br />most effective means of developing and managing Colorado's water commitments consistent with state <br />law, interstate compact and sound water management principles, <br /> <br />Prolect Scope <br /> <br />. <br />. <br /> <br /> <br />, <br />( <br />e <br /> <br />The geographic focus of SPDSS is the entire North and South Platte River Basins, A detailed scope of .. <br />work for year 2 data coBection and SPDSS development will be prepared based on the Final Feasibility .. <br />Study, The scope of work will meet the criteria established for CDSS and be fuBy compatible with the <br />existing Decision Support Systems, <br /> <br />Discussion <br /> <br />The management of South Platte flows to ensure that water is available for beneficial use in Colorado, <br />consistent with the South Platte Compact and the three sta:!e Cooperative Agreement commitments are <br />clearly issues of statewide interest. In the South Platte baSin the impact of the Endangered Species Act <br />(ESA) has added a significant level of complexity to an already complex basin, The pressure of the ESA, <br />coupled with back-to-back dry irrigation seasons in 2000 and 200 I has heightened state and water users <br />concerns over water availability for instate beneficial use land the need for tools like SPDSS to assist in <br />addressing these issues, <br /> <br />The $200,000 Feasibility Study for SPDSS is nearing cOrP-pletion, The consulting team lead by Brown <br />and CaldweB and including Camp, Dresser and McKee, Leonard Rice Consulting Engineers, and <br />Riverside Technology was selected to conduct the Feasibility Study with the idea that they could proceed <br />with development and implementation upon completion of the Feasibility Study, <br /> <br />Conduct of Data Collection and SPDSS Development: <br /> <br />The SPDSS feasibility study and development contracts ~re or will be administered jointly by the CWCB <br />and CDWR staffs, The procurement process aBows for the Feasibility Study consulting team to continue <br />with SPDSS development and implementation at the sol~ discretion of the CWCB and contingent on .. <br />obtaining out year funding, Attached is the final draft of the Executive Summary from the Feasibility - <br />
