The overall purpose of <br />SPDSS is to provide state officials and water users with a creditable and efficient set of tools with which <br />to plan, develop and manage the water resources in the North and South Platte River Basins, <br /> <br />The Colorado Water Conservation Board (CWCB) and the Colorado Division of Water Resources <br />(CDWR) are nearing completion of the feasibility level study that will identify the pmposes for, uses of, <br />users, model components, data bases and data requirements, costs and schedule for developing SPDSS, <br />The Feasibility Study will identifY a preferred alternative that meets water user needs and has the best <br />probability of success. The preferred alternative becomes the "road map" that will guide SPDSS <br />development over the next several years, This request is for funding to continue the data collection for <br />SPDSS without which model development can not proceed in an efficient manner, The feasibility study <br />will be finalized prior to proceeding with any year 2 activities, <br /> <br />Background <br /> <br />The CWCB in cooperation with the CDWR has developed the Colorado River Decision Support System <br />(CRDSS) and is in the final year of a three-year development program for the Rio Grande Decision <br />Support System (RGDSS), These two systems have been combined to create the Colorado Decision <br />Support System (CDSS), The agencies are now embarking on the development of SPDSS, which will be <br />the third and largest piece of CDSS, This leaves only the Arkansas & Republican DSS to complete, <br /> <br />CDSS has proved to be a very effective tool for the State of Colorado so far, It has been the tool used to <br />analyze the states ability to provide water for endangered species while assuring that existing water users <br />are not adversely impacted and protecting Colorado's ability to fully develop its compact <br />apportionment's, We have been able to use the CDSS tools to illustrate to both federal agencies and <br /> <br />Flood Protection. Water Project Planning and Financing. Stream and Lake Protection <br />Water Supply Protection. Conservation Planning <br />
