In examining the schedules which the Bureau
proposed in their report, they have a table in
here which, for the various months in the last
five years, lists in three parts the demand made
by the Republic of r4exico: the scheduled re-
leases; and the actual releases reaching the
limitrophe section. He find that in every month
of the year, including the summer months, that
quantities reach the limitrophe section in excess
of the demands made by the Republic of Nexico.
nith these pumps it will be possible to control
this so that these can be cut back and some ex-
cess pumping occur during the winter months and
some bypassed.

This will help in a physical problem con-
nected with the channel design. In that ho~
country they tell us, and I have no experience
in this, that it is almost impossible to dry up
a lined canal in the summer months because of
the effects you get on concrete from heat. We
feel that it would be possible, that this is
only a design problem, to design a series of
checks in this which would permit some checking
of water, holding some water in this canal
section during the summer months, and certainly,
if we had excess waters which could be passed
down there to help out in this design matter, it
would help during the summer months as well as
cutting back on some of the total salt delivered
to 14exico.

That is the pitch and this is the thing we
would like, the concurrence of the Board in
presenting to the Committee of 14 as Colorado's
position, this proposed report. The substance
and not the detailed wording is the thing we
would like to have approved because we have six
other states bringing statements and we would
like to have the leeway to work wi th them in
developing a single statement which will not
alter the substance contained in our recom-
mendation."
