STAPLETON: <br /> <br />to do so under the Treaty. <br /> <br />In examining the schedules which the Bureau <br />proposed in their report, they have a table in <br />here which, for the various months in the last <br />five years, lists in three parts the demand made <br />by the Republic of r4exico: the scheduled re- <br />leases; and the actual releases reaching the <br />limitrophe section. He find that in every month <br />of the year, including the summer months, that <br />quantities reach the limitrophe section in excess <br />of the demands made by the Republic of Nexico. <br />nith these pumps it will be possible to control <br />this so that these can be cut back and some ex- <br />cess pumping occur during the winter months and <br />some bypassed. <br /> <br />This will help in a physical problem con- <br />nected with the channel design. In that ho~ <br />country they tell us, and I have no experience <br />in this, that it is almost impossible to dry up <br />a lined canal in the summer months because of <br />the effects you get on concrete from heat. We <br />feel that it would be possible, that this is <br />only a design problem, to design a series of <br />checks in this which would permit some checking <br />of water, holding some water in this canal <br />section during the summer months, and certainly, <br />if we had excess waters which could be passed <br />down there to help out in this design matter, it <br />would help during the summer months as well as <br />cutting back on some of the total salt delivered <br />to 14exico. <br /> <br />That is the pitch and this is the thing we <br />would like, the concurrence of the Board in <br />presenting to the Committee of 14 as Colorado's <br />position, this proposed report. The substance <br />and not the detailed wording is the thing we <br />would like to have approved because we have six <br />other states bringing statements and we would <br />like to have the leeway to work wi th them in <br />developing a single statement which will not <br />alter the substance contained in our recom- <br />mendation." <br /> <br />"Thank you, Len.
