<br />Under 'Special Investigative Studies' the <br />budget request was for $270,320. Now if you <br />want to reconcile this to your budget books you <br />will notice in the budget books that the request <br />was for $300,320 but then with the acceleration <br />of the Fryingpan-Arkansas project, we asked for <br />a special appropriation of $30,000 which we re- <br />ceived so that the net request then was $270,320. <br />We were authorized $215,000 for a cut of $55,320. <br /> <br />I <br /> <br />Larry and I both have scratched our heads <br />as what to recommend deleting from the Special <br />Investigative Studies in order to come up with <br />this because it can only come from a deletion as <br />most of the Special Investigative money is spent <br />on contracts with federal and other agencies and <br />practically all of this money is committed to <br />contracts with four exceptions. The thing that <br />we have seen fit to recommend deleting is that <br />the two new starts that were included for $25,000 <br />each, on the Upper South Platte which was to <br />start the study for the Two Forks Reservoir site <br />to get this incorporated into the Narrows plan, <br />and the $25,000 listed for the Upper Gunnison <br />study. This also would be a new start so that <br />this would not effect continuing programs that <br />are carried over, some from the now abolished <br />Department of Natural Resources which we picked <br />up and included in the \llater Board budget even <br />before they talked of abolishing the Department <br />of Natural Resources because it was a water <br />matter - the relationship of ground and surface <br />waters. <br /> <br />This would leave us $5,000 more to be picked <br />up. Now under 'Special Investigative Studies' <br />we had a 'Miscellaneous and Contingent' item in <br />the amount of $13,000 so we feel that we can <br />pick this additional $5,000 up out of that <br />'Miscellaneous and Contingent' item which will <br />leave us $8,000 in this particular item. It <br />may be possible that we can do something with one <br />or the other of these two items which we are <br />recommending cutting with the $8,000 which will <br />be left. However, this is not much to start any <br />kind of an investigation on a program with the <br /> <br />I <br />
