"I understood from Mr. Nelson that this
would be a permanent committee."

"But the action of the committee whatever
it may be, whether it be temporary or permanent,
would have to be presented to this Board anyhow,
whereas it does not constitute any conclusion
by this Board by the fact of setting up this
committee, as I see it."

"Mr. Peterson, I don't want to argue because
I'm not too well versed on this argument, but I
don't think the action of that committee has to
be submitted to this Board at alL"

"I disagree with you, Ray. I have consid-
erable familiarity with these operating principles
after having written and rewritten them over the
years. This committee has no authority in itself.
It can only recommend to the contracting authori-
ties changes in the operating principles, and
the contracting authorities are those .authorities
which signed this document which includes the
State Water Board. So the committee in itself
ha~ no au~hor~ty; it is a fact-finding agency.
I might say to the point of the committee, this
committee has to he activated at some time and
as far as I per~onal~y ~n qp.e. there is no
objection to activating it at any "to....."". 'w
far as our staff is concerned we are not pre-
pared to make a recommendation as to how that
committee should be activated but we feel, in
view of the request made by the Colorado River
Water Conservation District, that the committee
should be activated in the immediate future.

At the June meeting we will have discussed
the matter with all the contracting agencies
and we will be prepared to make a concrete recom-
mendation as to its immediate activation."
