fore you), Section 19 starts with this language:

'To assure project operation in conformity
wi th the operating principle heretofore. stated,
to provide a means for the collection and inter-
change of information, 'and to provide a method
for the continued study of project operations to
the end that, if the stated operating principles
may be improved upon, recommendations for changes
may be made to the contracting parties, a com-
mission shall be created in an appropriate manner
to be composed of . . .'. Do you want the rest
of it?"

"No. I just really must confess that I'm
not well enough acquainted with Section 19."

"Mr. Delaney, before you leave there I'd
like to ask you a question, sir. Who activates
this committee?"

"well, it doesn't spell that out but it
seems to me that if'this Board will appoint a
member and make the request, or if anyone of the
contracting parties, as they call them, makes
the request, then we'll set the machinery in motion.
The Colorado River Water Conservation District
could do it but I think it would be much more
appropriate to cane from this Board."

"Mr. Chairman, I \~ould like to make the obser-
vation that this will be a permanent commission.
It's not just temporary for one thing."

"This is why I feel, in consideration of
Frank's request, we ought to defer this whole
matter until the June meeting and get some recom-
mendations from the staff. I don't think we want
to activate a committee, a permanent one, that
has only one function to perform at this time."
