This <br />was done without the Board's knowledge, but <br />Governor Love sent testimony back to the Senate <br />hearings on the amendment of the Small projects <br />Act which, I think, will help these penple. Jim. <br />The amendments go to the interest rate on any <br />interest bearing component of Small projects <br />loans and also to the way in which the engineer- <br />ing services are handled. The amendments now go <br />to advancing half of the engineering money to <br />the people who will seek the loans. This to be <br />repayable without interest; to become a part of <br />the loan if the project is constructed and will <br />be nonreimbursable if the project is not con- <br />structed, as are all other investigative funds; <br />that is, where a project is found to be not feasi- <br />ble the loan is not consummated and the construc- <br />tion does not start. <br />
