KUIPER: "I might make this comment, if this is what you are getting to, Dave, should the result of these meetings with the people effected bring forth some money, then we could act as the contractual agency between these people and the various federal agencies who would investigate, without affecting the budget. The fact that we cut them out of the budget expenditures does not preclude going ahead into contractual arrange- ments with money furnished by the people affected." MR. MILLER: "Am I to understand the State of Colorado, under this present budget, cannot furnish any money for Two Forks for this year?" MR. KUIPER: "No, we do have, as we pointed out in the memo, $8,000 remaining in a contingency fund, some or all of which could be used for this and some of which we would hope to use to permit necessary travel for which we do not have money budgeted in the normal travel fund. We don't know what's coming up that's going to require travel. We don't know what we are going to have facing us in the way of Congressional hearings, both as to project authorizations and as to hearings on a number of bills which are up be- fore the Congress and \ffiich I think are very important to the state. We will have, possibly, further hearings on Wilderness which might have to come out of that fiscal year budget. I think we will undoubtedly have hearings on a Water Resources Planning Act bill in whiCh we are very much concerned. We will have hearings very probably on a pollution bill with which, I think, we must be concerned. There are a number of these things coming up that, if the hearings come up during this fiscal year, we'll be in fair shape but if they do not occur before the 1st of July they must come out of next year's
