Spill <br />avoidance and/or storage equalization criteria in accord with Article II(3) of the <br />Operating Criteria will control releases from Glen Canyon in 2000 Wlless the forecast <br />declines to the point that the minimum objective release (8.23 mat) criteria in Article <br />II(2) become controlling. As noted in the schedule, the Upper Basin states reserved the <br />right to delay final decision on a surplus declaration Wltil July 15th. <br />
