Evans <br />Director, eWeB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: Randy Seal30lm i);.}; <br />Chief, Interstate Streams Investigations <br /> <br />DATE: May 11, 1999 <br /> <br />SUBJECT: Agenda Item 9p, May 24-25,1999 Board Meeting- <br />Colorado River Basin Issues - <br />Colorado River Reservoirs Annual Operating Plan <br /> <br />Introduction <br /> <br />The Colorado River Management Work Group held its first meeting concerning the <br />development of Year 2000 Annual Operating Plan for Colorado River Reservoirs (AOP) <br />today at McCarran Airport in Las Vegas, Nevada. The process for developing the AOP <br />is to first develop operating plans for Flaming Gorge\Fontenelle, Aspinall\Taylor Park, <br />and Navajo independently. These operations are then combined with the latest rWloff <br />forecast and the latest estimates of lower basin water uses. Through an iterative process a <br />preferred operating plan is developed. Then using a 70% probability runoff (18.770 <br />million acre-feet) they check to see if flood ~ontrol releases from Lake Mead are <br />triggered in 2000. If so, the flood control release amollllt becomes the "70R surplus" <br />amollllt. The schedule for developing the year 2000 AOP is as follows: <br /> <br />June 4 <br /> <br />Provide comments to USBR on changes to last years AOP and any <br />concerns or considerations with the year 2000 plan. <br />USBR sends out 1st draft of the AOP. <br />The 2nd meeting of the Colorado River Management Work Group <br />will be held in Las Vegas, Nevada. <br />A 3rd meeting of the Colorado River Management Work Group <br />may be held if the latest rWloff forecast is arolllld 80% of average <br />or less. <br />A revised draft AOP will be issued by Reclamation. <br />The final consultation meeting with the Colorado River <br />Management Work Group will be held in Las Vegas. <br />The final draft AOP will be sent to Washington for approval. <br />The signed AOP will be distributed by the Secretary of Interior. <br /> <br />Jlllle 10 <br />June 23 <br /> <br />July 15 <br /> <br />July 23 <br />August 10 <br /> <br />October 10 <br />December I <br />
