...~" '''.f

.

.

May 8, 2006

Me Rod Kuharich, Director
Colorado Water Conservation Board
1313 Sherman Street, Room 721
Denver, CO 80203

Dear Mr. Kuharich:

As Chair of the Advisory Committee for the Colorado Floodplain and Stormwater
Criteria Manual (Statewide Manual), I am pleased to provide my endorsement of the
infomlation, guidelines and standards contained therein. The Statewide Manual should be
considered a valuable reference for all local agencies responsible for the management of
floodplains and stormwater issues. In particular, for those local agencies without standards to
address floodplain and stormwater drainage problems, tllls document provides a valuable source
of information to: (a) ensure the reduction of future flood damages to public and private
properties, and (b) promote the public safety and general welfare of their communities. From the
perspective of a public servant, the Statewide Manual offers information that provides immediate
value to each community, whether utilized as a reference, or source of guidelines and standards
for the administration of local floodplains and drainage issues. As a member of the public, I am
comforted by the benefits this information may have with respect to the safety and welfare of my
family, as well as all residents within the State of Colorado,
As the past Chair of the Colorado Association of Stormwater and Floodplain Managers
(CASFM), I feel it is especially noteworthy to mention that the Statewide Manual includes
stormwater management and engineering criteria especially pertinent to those communities
without existing drainage guidelines. This has been an important issue that has been discussed in
several meetings and workshops within the CASFM. The development of the Statewide Manual
represents a siguificant step forward in meeting the needs of these communities. Furthermore,
through the distribution of the Statewide Manual, local agencies throughout the State of
Colorado will immediately benefit by the guidelines, standards, and criteria contained within the
document.
hl summary, I encourage you to recommend the adoption of the Statewide Manual. I
truly believe distribution of tllls document will facilitate a reduction in future flood danlages, and
promote the public safety and welfare, of all of the commWlities within the State of Colorado.

Sincerely,

If:dft;;An~~

Chair, Criteria Manual Advisory Committee

cc Kevin Houck, CWCB Flood Protection Section
