<br />"'To.... ......'4 <br /> <br />The original vision for the Manual was to: <br />. Develop a Manual that provides engineering standards for Colorado Users; <br />. Strike a reasonable balance between protecting public safety and the cost of drainage <br />improvements; <br />. Enhance the health, safety, and welfare of the citizens of the state of Colorado through reduced <br />flood damages; <br />. Reduce the cost for preparation and review of drainage analysis and design; <br />. Provide compatibility and consistency between user agencies; and <br />. Discuss drainage and flood risk factors through the use of important non-technical sections <br />(policy, drainage law, floodplain management, and others). <br /> <br />Staff feels that the original goals and objectives of the Manual have been fully realized. The technical <br />advisory committee, consisting of various experts from local, district, state, and federal entities, has <br />overseen the process throughout the creation and development ofthe Manual. The committee was also <br />represented by experts from the private sector as well as the Colorado Association of Storm water & <br />Floodplain Managers. A letter of endorsement frorn the Chair of the committee is attached. <br /> <br />The overall manual contents have been prepared and organized into two volumes. Volume I contains <br />information and guidelines that are necessary for the floodplain and stormwater management practices. <br />The criteria presented in Volume I of the Manual are guidelines that can be adopted by the local <br />comrnWlities to manage their stormwater and floodplains and to meet the requirernents ofthe FEMA <br />National Flood Insurance Program. Volume II contains guidelines and procedures for floodplain and <br />storrnwater engineering analyses and design. Presented in Volume II ofthe manual are recommended <br />design and technical standards for analysis of natural and manrnade stormwater conveyance systems <br />and design of storm drainage facilities. <br /> <br />. <br /> <br />The contents ofthe Manual will be made available to end users electronically by CD or DVD, and on <br />the CWCB website. <br /> <br />Summary <br />As stated earlier, the Manual was created based on a framework of operating principles that were <br />previously approved by the Board. The establishment and proper use of a statewide criteria manual <br />lead to many benefits including the reduction of flooding and flood related losses. Colorado is a <br />topographically and meteorologically diverse state, and the Manual is designed to address the wide <br />variety of floodplain and drainage situations encountered. The Manual is truly a guidance document <br />rather than a policy document, and local governments are encouraged to adopt all or any portion of the <br />Manual for their purposes. <br /> <br />This agenda item is intended for informational purposes only, and Staff is not seeking specific Board <br />action at this time. Board member comments or suggestions regarding the Manual are welcome at any <br />time as the document will be updated and revised periodically as necessary. <br /> <br />. <br /> <br />Flood Protection .
