<br />1352 <br /> <br />at the University are in a position now that <br />we weren't twenty years ago to offer to the <br />Board scientific services of high quality. <br /> <br />May I add at this point that this proj- <br />ect is not solely a project of the University <br />of Colorado but is a joint cooperative proj- I <br />ect between the University of Colorado and <br />Colorado State University and a very large and <br />very important part of the project will be <br />carried on here with the scientists and meteo- <br />rologists at Colorado State University. <br /> <br />Now I am not going to expound on the <br />project myself but merely make this introduc- <br />tion and ask Dr. Roberts to tell us about it. <br />It is, of course, in the person of Dr. Roberts <br />and the work that he has been doing at the <br />University within the last ten years that we <br />at the University are primarily in a position <br />to make a contribution of this magnitude. So <br />Mr. Chairman I would now like to turn the <br />microphone over to Dr. Roberts for the detail <br />of this program." <br /> <br />DR. ROBERTS: <br /> <br />, <br /> <br />"Mr. Chairman, Director and members of the <br />Board, I am very pleased to have an opportun- <br />ity to come to present to you for my own or- <br />ganization and for my colleagues, a proposal <br />to conduct, as Mr. Garnsey has said, some <br />basic research dealing with what to me is <br />by far and away the most important problem <br />effecting the economic future of our nation. <br />It has been utterly incredible to me that so <br />little has really been known, and so little <br />has really been done, to investigate the <br />problem of the long term trend in available <br />water resources in different river basins of <br />the nation. What we are proposing to do here <br />is to undertake, in a very straightforward <br />fashion, some of what are really elementary <br />and preliminary steps of the basic research <br />nature to try to find out something about how <br />these water resources change from year to <br />year, of what kind of expectation we can have <br />in future periods based on the history of the <br />past periods for which there are available <br />records, and also what kind of changes can be <br />looked for that are completely outside the <br />realm of factual experience of water flow <br />within the particular area that we are inter- <br />ested in. <br /> <br />I <br /> <br />Now the proposal that we are placing <br />
