Dr. <br />Garnsey has done many research projects for <br />the Governor in the last few years very suc- <br />cessfully and he enjoys the confidence of <br />the Governor's office and the Legislative <br />branch of the State Government. Dr. Roberts, <br />as you know, is head of the Climax Observa- <br />tory at Climax and Boulder and one of the <br />very distinguished scientists of the Univer- <br />sity of Colorado. We are delighted to have <br />them here and we placed them first on the <br />agenda so that we can hear their proposal <br />and suggestions on a complete survey of our <br />water resources on the Colorado River. So <br />Dr. Garnsey, will you take over from here?" <br />(See Appendix A for report from Drs. Chairman, Mr. Director and members <br />of the Board, as far as I am personally con- <br />cerned this is really an historic occasion. <br />I have been in Colorado now for about twenty <br />years and during all of that time I have had <br />the privilege of working more or less closely <br />with the Water Board on various matters. I <br />greatly enjoyed years of association with <br />Judge Stone and admired tremendously his <br />activities and his devotion to this 'man- <br />killing' job of looking at the water resources <br />of our State. It seems to me that as the <br />twenty years have gone by, we have faced more <br />and more serious problems of water development <br />and conservation and, by and large, we have <br />been rising to the challenge of these pretty <br />well. The reason I feel that this is an his- <br />toric occasion is because I feel that the <br />proposal that we have made to the Board repre- <br />sents a sort of a scientific breakthrough in <br />dealing with these problems and that the Board, <br />by the mere act of hearing and considering this <br />proposal, is rising to the challenge of new <br />problems in an effective way. Second, I think <br />it is favorable, possible to say, if I may use <br />a slight pun, that the climate of public opin- <br />ion is also in favor of radical and drastic <br />research activities and new policies in the <br />area of water conservation development; and <br />then finally, I am very happy to say that we <br />
