The Adjust- <br />Act provided that that fund be set up immed- <br />iately and be paid out of power revenues. <br /> <br />In the course of the discussion some very <br />pertinent questions were asked on cross-exami- <br />nations. I think by the Congressman from Utah, <br />as I recall it, of a Mr. Scattergood who repre- <br />sented the power interests of southern Califor- <br />nia and of Judge Stone who represented this <br />Board and that question was 'Under the Adjust- <br />ment Act, how will the commitment of the upper <br />basin to deliver water at Lee Ferry be effected? <br />Will it be increased?' And Mr. Scattergood <br />and Judge Stone and all of the other witnesses <br />agreed that under the Adjustment Act, that the <br />Adjustment Act comprehended only the by-passing <br />at Lee Ferry of the amount of water required by <br />the compact to be by-passed, and not more. <br />California agreed to that proposition to secure <br />the passage of the Adjustment Act which was very <br />much to its benefit. <br /> <br />So the work of the committee is not ended, <br />you understand, with this report. We must <br />continue to build up support for the proposi- <br />tions that are made in the report. But that's <br />incidental more or less. <br /> <br />MR. KUIPER: <br /> <br />Now I said a moment ago that this report <br />will support the position taken by the State <br />of Colorado in the Water Board's resolution <br />of September, 1958, and in bringing that out <br />a little more strongly and in explaining to <br />you a little more fully what we propose as to <br />the 'get up' of this final report, I want to <br />ask Mr. Kuiper briefly to relate what he and <br />the staff have ascertained so far as the <br />hydrological aspects of this filling period are <br />concerned.
