GARNSEY: <br /> <br />l:Jb:J <br /> <br />this and I think perhaps I failed to men- <br />tion that the work also that would be under- <br />taken at the High Altitude Observatory ex- <br />tends an existing program in capability. <br />We have just completed a four year study - <br />in fact it will be completed in December of <br />this year - a four year study supported by <br />the American Oil Industry, by the Natural <br />Gas Industry and by the Air Transport Oper- <br />ators (American Airlines, United Airlines, <br />TWA and Continental) which has been a basic <br />study of the relationship of upper atmos- <br />phere wind to solar activity and things <br />outside the earth. <br /> <br />In this sense, we too are carrying on <br />an existing capability with existing staff, <br />existing data, and a great deal of the <br />materials prepared in this preceding work <br />will be immediately available for this work <br />at no additional cost. In fact, I feel that <br />the amount of money required to do this work <br />would be more than doubled, and possibly <br />even tripled, if it were not for the exist- <br />ence of the information and experience de- <br />rived from the previous studies." <br /> <br />"I would ~ike to have questions from <br />the Board." <br /> <br />"1 would like to ask this question. <br />First of all, on the first section of this <br />proposal, what information would this study <br />bring us that has not already been gathered <br />by the Bureau of Reclamation or other Federal <br />agencies?" <br /> <br />"To my knowledge there is no Federal <br />study of probability of flow of the Colorado <br />River in existence. I have discussed this <br />with the Bureau both this year and last year <br />when I was on leave doing research at Har- <br />vard University. There is a study of pro- <br />bability flow of the Colorado River which <br />was done by Mr. Luna Leopold and this study <br />was put before the court in Arizona vs. <br />California when Mr. Leopold testified as <br />an expert called by California in this case. <br />Since this testimony, of which we were able <br />to receive a copy, he has published a U. S. <br />G. S. bulletin extending the data on proba- <br />bility a slight distance but we feel that <br />
