CDM

SWSI Phase 2 Scope of Work

area. Agricultural shortages were identified by SWSI in all basins. Environmental and
recreational needs identified in the Prioritize and Quantify Recreation and
Environment Needs TRT will also be examined by this TRT.

The Addressing the Gap TRT, in addition to examining altematives to the M&I gap,
will discuss and develop alternatives that will address M&I uncertainty; existing
agricultural shortages; environmental enhancements; recreational enhancements; and
conceptual level yields, costs, and implementation issues. An agricultural transfer altemative will be developed for the South Platte
basin and an agricultural transfer will be developed for the Arkansas basin as well as
an evaluation of conservation! efficiency. The role of the Yampa River in meeting the
gap and compact deliveries will also be considered.

Once altematives are developed, they will be evaluated based on how they meet the
following SWSI objectives:

.
