This space should then be utilized for river <br />management purposes to impound water that would be released in specific <br />quantities and periods to keep the "call" off the South Platte River. This <br />would vastly improve the status of water rights of municipalities, <br />industries, and irrigators throughout the South Platte Valley. <br /> <br />If the best interests of the State of Colorado are met by acquiring only a <br />portion of the remaining excess space, then a portion should be sold to the <br />Ground Water Appropriators of the South Platte, Inc. (G.A.s.p.l in Ft. <br />Morgan or to the South Platte Basin Water Coalition located in Greeley for <br />the $636/acre-foot. Regardless of which three entities would acquire the <br />space, it should be used to meet senior calls on the South Platte through <br />river management. <br /> <br />MANAGEMENT OF BEAR CREEK LAKE <br /> <br />Management of Bear Creek Lake should be by an entity with water storage in <br />the reservoir, a financial interest in the reservoir, and by the entity <br /> <br />. <br />
