Walker <br />Deputy Director <br /> <br />TO: Members, CWCB <br /> <br />FROM: Bill McDonald <br /> <br />DATE: November 8, 1984 <br /> <br />SUBJECT: Agenda Item 9, November 15, 1984, Board Meeting-- <br />POlicy Concerning Designation of Approximate <br />Floodplains <br /> <br />Introduction: <br /> <br />The Colorado Water Conservation Board is, by statute, <br />responsible for approving and designating 100-year floodplains. <br />These designations are a prerequisite for the implementation of <br />floodplain zoning by local governments (towns/cities and counties). <br />To date, 235 resolutions have been enacted by the Board which have <br />designated and approved approximately 3200 miles of the state's <br />100-year floodplains and channels. <br /> <br />These designations have heretofore been, with a few <br />exceptions, based on detailed hydrologic and hydraulic engineering <br />studies using state of the art techniques. This has resulted in <br />as accurate a determination of flood discharges, water depths and <br />velocities, and areal extent of flooding as could reasonably be <br />required. The standards for the performance of floodplain studies <br />and for the Board's subsequent designations have been established <br />by the Board pursuant to statute. <br /> <br />A review and recitation of the Board's statutory authorities <br />may be found in the attachment to this memo. <br /> <br />Discussion <br /> <br />with cutbacks in state and federal funding for detailed <br />floodplain studies, some local governments are requesting that the <br />CWCB designate and approve approximate 100-year floodplains in <br />order that they can exercise their zoning powers.
