<br />Horseshoe Outlet Works Rehabilitation Study <br />Plan of Study , <br />Page 2 <br /> <br />, <br /> <br />. <br /> <br />Task 1 - Data Collection <br />Objective: <br />A thorough knowledge of previous studies will be augmented with published physical infonnation, <br />environmental and water rights issues. The published physical infonnation will include construction drawings <br />of the existing facilities. <br />Methodology: <br />I. Available water rights infonnation from the Company will be reviewed and tabulated. <br />2. Existing two-foot contour maps will be obtained from the City of Loveland and the Company <br /> <br />Products: <br />I. A task memorandum will be prepared listing available project infonnation and stating Boyle's <br />understanding of existing facilities. <br /> <br />Task 2 - Alternative Development <br />Objective: <br />Several alternatives will be developed including structural and nonstructural elements in an attempt to identify <br />the least costly combination of measures for achieving the study objective. <br /> <br />Methodology: <br />I. Identify structural and non-structural plan elements. <br />2. Preliminary evaluate plan elements to detennine which are suitable for further analysis. . <br />3. Fonnulate alternatives using those plan elements, which are carried forward from the first two steps. <br /> <br />Products: <br />I. A memorandum will be prepared describing the methods used in fonnulating alternatives from the <br />plan elements. The fonnulated alternatives will be used in Task 4 Alternative Evaluation. <br /> <br />Task 3 - Alternative Evaluation <br />Objective: <br />The alternatives identified in Task 2 must be evaluated to distinguish the differences between them and to <br />fonnulate up to three sound system alternatives. <br /> <br />Methodology: <br />I. The plan elements will be fonnulated into system alternatives. The six evaluation factors used by the <br />CWCB will be used which include the following: <br />a. Description of project outputs or yieids; <br />b. Project costs including capital costs, annual costs and cost per unit of output; <br />c. Impacts on the man-made environment, the natural environment, and existing social structure; <br />d. The financial feasibility of the proposed project as measured by the project sponsor's ability <br />to repay all reimbursable costs; <br />e. Institutional requirements for project implementation; and <br />f.
