I

I

some specific, positive suggestions for improving the procedures of
this system, that yeu make those. I don't think at these meetings is
the appropriate time to try to. get into those kinds ef questions, but
I think it's certainly an appropriate thing to do, try to. do between
meetings, so. that we can censtant1y review where we're geing and how
we're improving our pregram. I think that's what I was getting to
earlier by my comment. I think it would make geod sense fer yeu to. sit
down with the divisions and go over how they're carrying out their werk.

MR. BROWNELL: The reason I'm so. insis,tent en thiswater,shed ,thil!l~, .j,
is that I know darn well if we don't get Het Creek in en La Jara Creek,
we're going threugh this hassle again when Het Creek cemes up. I
weuld just as seen get the hassle all ever with in ene lump. Hence-
ferth, I think it eught to. be done in these little watersheds, that we
need to. have all the creeks, so it won't come up again and we have
anether hassle with it.

MR. WEILER: I'm Bill Weiler with the Divisien ef Wildlife in Montrose.
I agree with you, sir, except that the Divisien of Wildlife already
has a decree en Hot Creek.

MR. BROWNELL: I know that. They own it, the whole deal.

MR. KOCHMAN: Yeur point is well taken. I think we can come into the
board and we'll try, and when we come in with a recommendatien -- I'm
not geing to. say that we're not going to. miss some streams. There
are streams in that one hundred eighty-six that I mentiened that it's
geing to. take a helicepter to. get into., some in the Wilderness area,
and I think there will have to be some discretien on being one hundred
percent complete, but we're going to. try.

MR. KROEGER: I think we've spent sufficient time en this.

MR. ADKINS: Mr. Chairman, in light ef the actien that yeu have taken
on Ricardo and since, as I understand the purpose fer the existence ef
the Celorade Water Conservatien Beard is pretectien and develepment ef
the waters of the state ef Ce1erade, may I assume at this peint that
we can expect the full support ef the Board and the other agencies of
the state in prosecuting eur conditiena1 decree which we have en Ricardo.
to. its development so. that we can stabilize and expand the economy ef
that area ef the state?

MR. SPARKS: Your decree is senior to any decree we'll have. Therefore,
yeur decree is net affected by the junier decree that we may get.

MR. ADKINS: I'm speaking about the situatien as it exists and the preb-
lem that we have.

MR. SPARKS: If yeu're asking us to commit the Governer and the Attorney
General to the support ef a legal action in which CFI is engaged,
you've come to the wrong place. I can't make that commitment and
neither can this beard.

-55-
