I think it's been suggested over and over -- that in the future,
anytime there is any irrigation water being used in these areas, I
.think the Game and Fish and the Water Board eught to meet with the
irrigaters in the area before it ever comes to. us. I think we ought to.
just make that part of the rules or regulations or whatever yeu're
talking abeut, having some kind of backgreund. .Can' t people 10ek up
and find eut where these diversions area, and sit down and meet .on the I
scene befere we get to this stage her~? It leeks to me like it weu1d
save an awful lot of trouble. Many irrigators, and I knew many down
in my country, tool do not understand thi~. But if they could meet
that way -- now, I II admit that a let of them wen't shew up, but if
you're down there on the streams and there are diversions, if they
ceu1d meet and v~sit with Eddie and his staff ,or Duane and his staff,
we could de that on the scene befere we ever get here, we could selve a
let ef yeur preble~s.

MR. KROEGER: New, which part ef that was your metien?

.
MR. VANDEMOER: J meve that we ~i:hat we accept all the ones except the
ones we left out.

MR. SHERMAN: I secend it.

MR. KROE:GER: it's been meved and seconded that we approve the recem-
mendations for the stream flows which yeu have before yeu, except
those in the Rio. Grande drainage. Is there'any furthe~ discussien?
All in favor say aye..

THE BOARD: Aye.

MR. KROEGER: All epposed, no. There being nene, the metien is carried.
(See Appendix"B for appreve~ list.)

.
MR. VANDEMOER: Is it necessary to. make a motien, er can we some way
put it into eur operating procedure that we do meet and discuss the
diversien with people that have diversiens in the area? Is there any.
way we can de that, Larry, so this beard will know it,' s being done?

MR. SPARKS: Net with the present staff that we have. There are thou-
sands ef water users in the state. We de 10ek at the diversion recerds
and every filing that's made. Prebably ever ninety percent ef all the
area which we cover in these recommendations is on National Forest land I
and no. diversions" are occurring. Where we can lecate er pinvoint any
particular problem, we have attempted to. werk it eut. There s no. way
that we can call a general meeting and meet with water'users allover.
the state. At any time any member ef this board er anyone anywhere
peints out to. us a preblem that they see with these minimum flows, then
we will meet with the peeple invelved and discuss that particular
preblem.

-52-
