return flows from the project. I agree with Larry. There is no. reasen
why it should have been limited to the Lower Basin. But except fer
Grand Valley which is a designated preject, there are no. funds available
fer the en-farm practices, and I think funds sheuld be made available.

Now, this gUi told me he was a senater, and I think he's sincere, and
he said, '~e ve net been asked fer any meney fer several years. Yet we
just apprepriate what's in the President's bill, and we haven't been
asked for anything since Wayne Aspinall left." So, now think about
that. I think the thing to do to. get yeur projects is start en yeur.
congressmen and see if they'll perferm. If they don't, start en the
President ef the United States. You might get something eut ef him
regardless ef which faction he might be in in pelitics. I think it's a
matter of getting the Bureau of Reclamatien off their fannies.

MR. SPARKS: Pe1itical affiliations have given us very little preblem.
We have always received great suppert from the Cengress. Semewhere in
between is where we've had preb1ems.

is the state representative frem this area.

Would you take over the electien ef the efficers?

MR. SPARKS: Mr. Chairman, the next item en the agenda is the election
of efficers and the appointment of a censultant. Under the statutes,
we're required to elect annually a chairman and a vice-chairman of the
beard. I will therefere entertain neminatiens frem the members of the
board for the effice of chairman of the beard fer this current fiscal
year.

MR. KROEGER: Mr. Chairman, I nominate Ben Staple ten as the chairman
for next year.
