<br />COLORADO WATER CONSERVATION BOARD <br />823 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />February 5, 1982 <br /> <br />RES 0 L UTI 0 N <br /> <br />WHERE~S, the State of Colorado is faced with an enormous <br />task as a result of the successful joinder of the United States <br />under the McCarran Amendment in water rights determination <br />proceedings throughout the State; and <br /> <br />WHEREAS, the long-awaited adjudication of federal water <br />rights and the integration of those rights into the Colorado <br />priority system has the potential for great benefit to the State <br />of Colorado and its water users; and <br /> <br />WHEREAS, federal water claims must be carefully <br />investigated, and opposed where necessary, in order that vested <br />water rights in Colorado are not seriously jeopardized to the <br />detriment of existing Colorado water users; and <br /> <br />WHEREAS, in 1973 the Colorado.General Assembly passed Senate <br />Joint Resolution No. 11 which declared: <br /> <br />. . . it to be in the interest of the State <br />of Colorado that all appropriate steps be <br />taken to defend against the water claims of <br />the United States of America, . . . <br /> <br />and which provided <br /> <br />that the Governor, the Attorney General, and <br />all other appropriate executive agencies are <br />hereby directed to take all necessary steps <br />. . . to defend in all reasonable and <br />necessary ways against the aforementioned <br />water claims asserted by the federal <br />government."; and <br /> <br />WHEREAS, the Attorney General has now recommeded that <br />$'5,000,000 be appropriate"! to defend against federal water rights <br />claims; <br /> <br />NOW, THEREFORE, BE IT RSSOLVED by the Colorado Water <br />Conservation Board in regular session assembled at Grand <br />Junction, Colorado, this 5th day of February, 1982, that it does <br />hereby support the recommendation of the Attorney General that <br />S6,000,000 be appropriated to defend against federal water rights <br />claims; and <br />
