"

.

.

.

Chanfle Order No.2 and No.3 - Retaininfl Wall. Rio Rap. and Preble's Habitat

Upon relocation of the sanitary sewer line it was determined that an H -pile/concrete
retaining wall, 110- feet in length would need to be constructed, The construction of the retaining
wall was necessary given the steep unstable condition of the adjacent slope next to the east spillway
wall excavation, Additionally, construction of the retaining was would allow the sanitary sewer
line to be adequately backfilled and protected,

Additional cost = $150,100 +$33,939 = $184,039

During further examination of spillway chute in the field it was determined by the engineer
that the foundation and other resistance properties were more favorable then anticipated.
Therefore, the rip rap thickness downstream of the spillway chute and the grouted rip rap thickness
within the spillway chute itself could be reduced from 3-feet to 2-feet and the average size of rock
be reduced from lS-inches to 12-inches.

Reduction in cost = $13,770 + $13,775 = ($27,545)

In November of 2000, the U.S, Army C01]JS of Engineers, Albuquerque District (pueblo
Office), authorized the construction of a new spillway for the dam under Nationwide Permit No.3.
The filling of the reservoir along the, west shore, embankment rehabilitation, outlet works
rehabilitation, and construction of a pedestrian trail did not fall under the guidelines of a Nationwide
Permit and required the issuance of a separate Section 404 Individual Permit. The issuance of a
Individual Permit required that the proposed construction area be field surveyed to see if any
threatened or endangered species habitat were being adversely affected. Upon evaluation of the
proposed construction area by Smith Environmental, it was determined that the project site
contained suitable but unoccupied habitat for the Preble's Meadow Jumping Mouse, and that
necessary mitigation measure be inco1]Jorated into the project to offset the affects of the
construction.

The Section 404 Individual Permit for the project was issued on February 11, 2002, by the
Army C01]JS of Engineers, The 404 Permit issued required that the Town of Monument offset the
impacts to the existing Preble's habitat through the mitigation of 4,67 acres within the project area.
Additionally, as part of the created habitat component of mitigation, a 60- foot wide travel corridor
was required to be constructed, inco1]Jorating high quality Preble's habitat components. To
facilitate some potential movement of Preb1es along the Monument Creek waterway during the
2002 growth season, the Town of Monument was also required to plant Zone4b, with a shrub/grass
mix prior to May 15,2002.

Additional cost = $160,915

Chanfle Order No.4 - Dredflinfl

The Town of Monument elected to modify the original bid quantity of dredging from 50,000
cubic yards to 75,000 cubic,

Additional cost = $147,500
