I <br />questions. <br /> <br />That ends our more or less formal presentation, Mr. <br />look forward to the opportunity to discuss and answer <br /> <br />Mr. Stapleton: Any questions on the West Divide project from members <br />of the board? What do you think the recommendations, as you can make <br />them to this board, should be to Mr. Sparks and the Governor? <br /> <br />Mr. Fischer: Can I ramble a little bit? First of all, I think that <br />regarding the nine projects, they are a start toward the development <br />of beneficial use of Colorado's water resources, especially on the <br />western slope. But certainly I think that our district can look <br />forward to the possibility of supporting the Narrows. <br /> <br />Concerning the western slope projects, I think we can commiserate with <br />Jerry Goldsmith's concern about the Fruitland Mesa project. I think <br />that in looking back over today's meeting and the approaches that <br />have been taken that while certainly the director and the Governor in <br />their conversations with the congressional delegation are going to <br />have to perhaps talk in terms of possible trade-offs and maybe it is <br />better if we don't know about what those possible trade-offs are. <br /> <br />Our concern here is with only one small aspect of Colorado's water <br />resources and that is the aspect that deals with the classic Bureau <br />of Reclamation federal funding group. The problem and its solution <br />are probably larger and greater in scope. If I were ideally in a <br />position to make suggestions to the director and the Governor, I would <br />suggest first of all on the five projects that the statute is quite <br />clear. I understand Congressman Rhodes of Arizona has said he <br />recognizes a moral obligation to Wayne Aspinall on the five projects <br />with concurrent construction with the Central Arizona Project. If <br />possible, I would like to suggest that there is also an obligation <br />in the statute as prepared by one Congress, the 90th, that as far as <br /> <br />-76- <br />
