<br />I would like to urge that this board suggest to the Governor and <br />congressional delegation that we request that the $500,000 budgeted <br />and released for the study of the salt loading effect of the five <br />projects be reassigned to definite plan reports and construction, <br />pointing out to the congressional delegation that the Colorado River <br />salinity ~~bject is funded to thq tune of about 1.9 million dollars <br />elsewhere in the federal budget. <br /> <br />I <br /> <br />We are particularly concerned about West Divide. IIistorically, <br />Governor Johnson, Governor Love and this board have supported the <br />five projects. We would like to suggest that this board request the <br />Governor and Mr. Spa~.s to request the congressional delegation in <br />turn to fund Wcst Divide in fi$cal year 1974. In water division 5 <br />we have the possibility of some very serious problems on diligence. <br />The reaction of this board, we feel, night very well get into the <br />record .in water division 5. I am an old Qan eighty years old. I <br />have had a lot of experience with water over there on the western <br />slope. I helped on the West Divide project quite a bit and on the <br />Bluestone. I 'oTorkod on the Silt project for t1oT;~nty-five years before <br />WG got it. I am going ~o give the rest of you fellows, a little <br />advice. The first engineer that I worked with on the Silt project <br />told me: "Don't take no for an anSI':er." He said, "They knock YOll <br />do':m and l;:oep coming back and you gct an idea." You fellows are <br />going to have to do the sa;c'o thing. They are going to tell you no a <br />lot of times. <br /> <br />The government sent come men o'lrer there to Rifle and said, "You are I <br />going to have an oil Ghale industry, '.'i'h-::ther you liJ.e it or not." <br />That is the way they put it to us. Well, first they said, "We are <br />going to put abcut 15,000 people in this valley that you are going <br />to have to furnish water for, d:rinJdng "late::."
