I

I

people who wrote that report had to buy hay today at $70 a ton.

Mr. Stanleton: Are there any further questions from members of the
board on the Savery-Pot Hook? Do any members of the audience have any
questions? Darwin, thank you.

Mr. Goldsmith: I would like to make a statement. The only disagreement
we have with this gentleman's presentation is his intention that he
couldn't make an elaborate statement, otherwise we endorsed everything
he said.

Mr. Dunn: Thank you.

Mr. Stapleton: Thank you, Darwin. Rollie Fischer will give us the
West Divide presentation, please.

Mr. Fischer: Mr. Chairman, I would like t~ preface my remarks to point
out that today I would like to wear the River District hat and the
West Divide hat. We do have two gentlemen here from the area of the
West Divide, Mr. Milt Nichols and Mr. Carl Bernklau. I would like to
call on both of these gentlemen, if I may, after I make some initial
remarks.

First of all, we agree with Mike Young and Bill Raley that we would like
to urge this board to urge upon the congressional delegation and the
Administration that these five projects have to go down the road together.
I would like to comment that the West Divide and the River District
would like to urge that West Divide be requested for funding in fiscal
1974. We think that this is a very important matter. We think also
that the statute which Felix helped write is very clear and I would like
to quote from just one or two sentences of 50l(b). "The Secretary is
directed to proceed as nearly as practicable with the construction of
the Animas-La Plata, Dolores, Dallas Creek, West Divide, and San Miguel
participating federal reclamation projects concurrently with the con-
struction of the Central Arizona Project, to the end that such projects
shall be completed not later than the date of the first delivery of
water from said Central Arizona Project. . ."

It is happening as Felix has pointed out, that perhaps the Central
Arizona is not as far ahead as we might fear, but we'thinkthat.in the
vei:yc.near future with California and Arizona having much more represen-
tation in the United States Cong;essthan colorado does that the problem
could become very, very real. .

-70-
