<br />I <br /> <br />I <br /> <br />Possibly, there may have been some information go into the record <br />that this project is ready for construction. We were under the <br />understanding that the project is under construction. <br /> <br />Mr. Sparks: No construction funds have been provided as yet. In the <br />view of the administration, the funds that were appropriated were <br />appropriated specifically for the siphon and were not included in <br />the construction bUdget. That is the administration interpretation, <br />not ours. <br /> <br />Mr. Goldsmith: Could I respond to that, Larry? We kind of know that <br />this is in certain circles considered in that light, but on the other <br />hand as I understand it, this siphon is pretty close to half the <br />capacity that would have been needed there if we weren't going to be <br />delivering any new water out of the project. And we also have the <br />question of, how does this siphon get paid for if there isn't any <br />new water to assist in the repayment of the siphon? <br /> <br />Mr. Sparks: It doesn't get paid for unless the government builds the <br />project. <br /> <br />Mr. Goldsmith: Did you get that down, Carton? <br /> <br />Mr. Stapleton: In the view of this board, that is. <br /> <br />Mr. Goldsmith: I think there are some qualifications. <br /> <br />Mr. Sparks: No, I don't think there is any question about it. Isn't it highly questionable from a political <br />standpoint to have Congressmen, at least they tell us they are, still <br />sitting up there trying to deal with the administration as to who it <br />is that is going to set these priorities and at least get the OMB <br />people and sit down and go over the darn thing together. It seems <br />to me like our Congressmen have done just exactly what we asked them <br /> <br />-44- <br />
