<br />I <br /> <br />I <br /> <br />been invested in planning and design, the lands of the district have <br />been for twelve years and presently are being taxed for project <br />purposes to the limit authorized by law, the use of facilities owned <br />by the stockholders of the Fruitland Irrigation Company and other <br />existing ditch companies has been assigned to the district in perfor- <br />mance of contractual obligations under the project plan, the values <br />allocated to public recreational benefits from this project are <br />grossly under-estimated in the opinion of the Fruitland board, the <br />need for the project is universally recognized and is supported by <br />the many governmental, civic and commodity organizations in the area <br />as attested by their endorsement of this resolution: and <br /> <br />WHEREAS, the people in the district have fully and faithfully done <br />all things required of them concerning this project and have placed <br />reliance upon the commitments made to them by the United States and <br />the state of Colorado. and that any action taken by the state of <br />Colorado indicating that the Fruitland Mesa project is less worthy <br />of consideration than any other project in the state would in our <br />opinion, constitute a serious breach of faith on the part of the <br />state of Colorado: and <br /> <br />WHEREAS, it was and is the intent of the Congress of the United States <br />that this project, as well as the eight other Colorado projects be <br />constructed, and that to become a party to the subverting of the <br />functions.of the Congress of the United States now being engaged in <br />by the Office of Management and Budget is not in the best interests <br />of the citizens of Colorado: and <br /> <br />WHEREAS, failure to complete the development of water resources in <br />the arid regions of the nation would be contrary to the professed <br />desire of the governments of the United States and the state of Colo- <br />rado to foster rural development: <br /> <br />NOW THEREFORE BE IT RESOLVED, that the board of directors of the <br />Fruitland Mesa Water Conservancy District respectfully and earnestly <br />requests that the state of Colorado take no action through the <br />Governor or the Colorado Water Conservation Board which would assign <br />a lesser priority to any Colorado project than that to which it is <br />entitled under legislation enacted by the Congress of the United <br />States." <br /> <br />The board of directors of the Fruitland District have <br />folios for the use of the members and' the director of <br />which we would like permission to distribute shortly. <br /> <br />prepared port- <br />this board <br />Following the <br /> <br />-40- <br />
