<br />(a) First, we have a very favorable benefit-cost ratio of 1.95 to 1. <br /> <br />(b) Irrigation has received a low priority by Congress and OMB. <br />Less than 1/3 of the total project costs of the Dallas is for irri- <br />gation. <br /> <br />(c) The urgent need for water for the rural and urban areas of the <br />Uncompahgre Valley. This could well be our last chance to use the <br />waters of the Uncompahgre River in western Colorado. <br /> <br />(d) The Ouray-Montrose-Delta area is expanding rapidly with tremen- <br />dous potential of municipal and industrial growth. The only sour~e <br />of water is the Dallas project. <br /> <br />(e) The environmental impact is minimal and the salinity problem is <br />negligible. Relativelyfew native acres will be put under irrigation. <br />Flood control, besides monetary savings, will benefit environmental <br />and eco-systems along the stream. <br /> <br />I have attempted to present this matter to you in a concise and <br />straight-forward manner using essential facts and figures. It has <br />always been my premise that when reasonable men are presented with <br />the facts concerning a difficult problem, they arrive at a reasonable <br />and satisfactory conclusion. <br /> <br />I'want to thank you for your time and the opportunity to appear before <br />you on behalf of the Dallas Creek project. We have with us today <br />Lyman Thomas, vice-chairman of the Board of Parks and Outdoor Rec- <br />reation. Also, Jim Austin representing the city of Montrose.
