One of the keys to such a program is the <br />quantification of the agriCUltural priorities! in California, which is necessary to <br />serve as a baseline from which any transfers from agricultural priorities to the <br />Metropolitan Water District and San Diegq could take place. Another key is the <br />degree of certainty that the plan will be'implemented, so the States can be <br />assured California will be prt:pared to live within its apportionment at the end of <br />the interim period. <br /> <br />We encourage you to continue your efforts with the four southern California <br />agencies to negotiate and senle the quantification and transfer agreements. We <br />also encourage the California Legislature to authorize funds and enact enabling <br />legislation necessary faT the implementation of the QSA and the California Plan. <br /> <br />It is very important to the proper admirlisnation of the Colorado River Basin that <br />long-tenn agreements be adopted, leading: to permanent solutions for sharing of <br />the limited water supplies within Ca.lif~mia. We also believe that strang <br />commitments by the southern Califomiai agencies to the California Plan will <br />allow the Secretary efthe Interior to coorqinate her authorities ].lnder the Law of <br />the River with implementation of the Cali~omia Plan. <br /> <br />.~x.5-t-'a.-res-de-hav-e-ooR-G3fll-s--wiili-som~r-Qvi.si.Qns-Of-the-C1JtI'.ent-dmt-QSA> <br />as proposed in Match 2003. The basin stateS have created a small gToup to work <br />directly with the California agencies, or aigroup afyour choice, to resolve iss\.les <br />remaining with the current draft agree~ts, We are committed to continuing <br />the mutual working relationship we hav~ with the state of California, 1t5 water <br />agencies and the Department of the lnteripr. The history of that relationship has <br />been the successful resolution of the difficult issues we face on the CoIorado <br />River, thus our expectation is that final agreements will provide the long-lasting <br />solutions necessary for all of the Colo~o River basin states.
