The GovernoTs' representatives of me states of Arizona, Colorado, Nevada, New <br />Mexico, Utah and Wyoming have reviewed the mOSt r:ecem set of draft <br />agreements constituting the Quantification Settlement Agreement (QSA) <br />between California's Colorado River Water contractors, which the California <br />agencies presented to us m March of 2003. The Southern California water <br />agencies with contracts for Colorado Rivet water have requested our commc:nts <br />concerning the current draft QSA, relative to the Section 5 requiremems of the <br />_J~leTl\'!lJ)~lus Guidelines (ISO) for the operation of Colorado River ReservOirs <br />adopted by the Secretary -of the Interior inLOOO. Dellvenes pursuant to tfi:eISD <br />are now suspended due to the failure of the California agencies to execute a <br />QSA by the end of 2002. . <br /> <br />We continue to support the ISO as the mutually agreed upon means of providing <br />California the "soft landing" it requested in order to implement the California <br />Plan. Our suPPOrt for the ISG depends upon the development and <br />implementation of a QSA and its required appurtenant agreements among the <br />California agencies. <br /> <br />. <br /> <br />As we have expressed for several years. the operation of the ISG must be <br />preceded by, and based upon, Califomia's commitment to enter into a defmed, <br />
