1 (2) The Colorado water conservation board shall recommend loans
2 from the Colorado river recovery program loan a"eoa,1t FUND to the
3 general assembly pursuant to section 37-60-122 (1) (b). The loans shall
4 be subject to an interest rate and repayment provisions to be determined
5 by the Colorado water conservation board.
6 (3) The state treasurer is hereby authorized and directed to transfer
7 to the Colorado river recovery program loan aCCOlult FUND, created in
8 subsection (1) of this section, out of any moneys in the Colorado water
9 conservation board construction fund not otherwise appropriated, the sum
10 of two million dollars. Interest earned on the funds in the Colorado river
11 recovery program loan aGG611nt FUND shall be credited to the Colorado
12 water conservation board construction fund, created in section 37-60-121
13 (1).
14 SECTION 34. 37-60-130 (1), (2), (4) (a), and (4) (b), Colorado
15 Revised Statutes, are amended to read:

19 augmentation loan aCGOtlllt FUND. The state treasurer is hereby authorized
20 and directed to transfer a total of three million five hundred thousand
21 dollars from the unreserved cash funds in the water conservation board
22 construction fund to the Arkansas river augmentation loan accotlnt FUND.
23 (2) The board is hereby authorized to expend up to three million
24 five hundred thousand dollars from the Arkansas river augmentation loan
25 aCGotlnt FUND for the purpose of making loans to organizations or entities
26 for the purchase of augmentation water or the rights to such water to
27 replace out-of-priority depletions to surface water rights and to prevent
