Bats,?n presented <br />a written report which is on file in the office of the Colorado ,Tater Conserva- <br /> <br />tion :Soard. <br /> <br />Iter.l 11 of the agenda "Report and consideration of leakage under <br />dikes at rim of Granby Resprvoir, a feature of the Colorado-BiG Thompson <br />Project" Vias considered. The Director made a brief statement and ~eferred <br />to Paragraph 8 of his report and the memorandum attached t~ereto vnth <br />respect to this matter. ~r. John Barnard of Granby, Colorado appeared on <br /> <br />behalf of certain individuals and interests in Grand County, and expressed <br />the fears of those whom he represented regarding such reservoir leakage, <br />and tDe danger ,to '.He and property. l,a-. J. P.. KniGhts, !.ranager of the <br />South Platte District, Region 7, Bureau of Reclamation, made a statement <br />on the sUJject and referred to reports and diagrams concerning the engineer- <br />ing designs of Granby dam and dikes around the rim of the reservoir. He <br />explained mE'aSare8 ,'Thich the Bureau of Reclamaticn was taking, through a <br />grouting process, to eliminate~ or to reduce to a minimum, the reservoir <br />leakage. He expressed the Vi~T that there was no danger whatsoever of <br />failure 'of the dike structure and resultant damage below the structures, <br />but said that it ~as important tq reduce or eliminate such leakage because <br />of the value of cater stored in Granby Reservoir for irrigation and power <br />~urposes under the Golorado-Big Thompson Project. <br /> <br />lir. Royce J. Tipton, Consulting Engineer of the Board, reported on <br />the result of his study and investigation of the matter. He stated, that, <br />in hJ.s opinion, and from a professional standpoint, there is no danger of <br />failure of the Granby Reservoir structures if the project is normally <br />operated. <br /> <br />The meeting recessed at 12:45 p.m. to reconvene at 1:30 p.m. <br /> <br />Afternoon Session <br /> <br />December 20, 1951 - Thursday <br /> <br />The meeting was called to order by Vice-Chairman Bailey at 2 p.m. <br /> <br />I <br /> <br />There ensued further discussion of the matter of leakage fro~ Granby <br />Reservoir. State Engineer M. C. Hinderlider, a member of the Board, discussed <br />an investigation of this leakage made by him, and measnres which he had <br />recommended. He reviewed his cont1d;s l'lith local representatives in the <br />Granby area and with the Bureau of Reclamation. Various legal aspects of <br />the matter were discussed. AttOTIley Gencr~l Duke Dunbar stated that his <br />office had been contacted by representatives of local interests from Grand <br />County, and that De had been requested to take certain action. He had <br />explained to these interests it was his vierr that this was a matter ~hich <br />should be re~orted to the Colorado ~ater Conservation Board before action, <br />if anJ', was undertaken by him. <br />
