residential development. Over the years the lower 2/3 of the Dry Creek floodplain corridor has almost been
completely eliminated due to development. The 100-year runofffor Dry Creek is 5,022 cfs. The intent of .
the project is to control floodwaters in the upper basin area by means of detention facilities to reduce the peak
discharge from 5022 cfs to 500 cfs above the Weld Canal, utilize a specific reach of the Weld Canal to
transport the 500 cfs, and construct approximately 1.5 ll;liles of new open channel from the Weld Canal to a
designated point along Dry Creek, located downstream of existing development. The proposed improvements
would remove over 800 structures out of the Dry Creek regulatory 100-year floodplain, The project is
currently in the feasibility/preliminary design phase. Project loan approval was granted by the Board at the
November 2001 Board Meeting, The project tentatively scheduled for construction in the fall/winter of
2003/2004.

8. Pine River Irrigation District - Pump and Pipeline Proiect
Authorization: HB 00-1419 Severance Tax ' County: La Plata
Water Source: Pine River Project Yield: 1,600 acre-feet
Terms of Loan: $341,000 @3.50% for 20-years Project Type: Distribution System

The Pine River Irrigation District operates Vallecito Reservoir on the Pine River located approximately 15
miles north of the Town of Bayfield. The eastern halfpfLa Plata County is considered a water critical area,
meaning that all of the water in the basin is used during certain periods. Most of the people in this area are
utilizing groundwater resources that have limited quantity and are of relative poor quality. The purpose of
the project is to provide a rural water system that is adequate in quantity and quality to the water critical areas
in La Plata County, The overall project has many components, however, this particular loan is for diverting
water from Vallecito Reservoir to a pressurized treatm~nt plant The proposed project involves tapping into
the existing outlet tunnel, constructing a 500 foot pipeline to convey water to the treatment plant, a bridge over
the spillway chute, and a pump when the reservoir water level is low or to pressurize the treatment plant,
The project currently on-hold pending resolution of other outside funding issues, .

9. Dolores Water Conservancv District - WETP ACK ,
Authorization: SB 01-157 County: Montezuma
Water Source: Dolores River Project Yield: 7,840 acre-feet
Terms of Loan: $7,260,000 @3.50% for 30-years ,Project Type: Distribution System

The District's WETP ACK ( Water for Everyones Tom~rrow Package) proposal is intended to better manage
the available resources of the Dolores Project to provide an additional 3,300 acre-feet of water for the fishery
below McPhee Dam, increase municipal water supplie$, and to provide water of the irrigation of additional
lands. This project involves a system of pipelines, pumps, and related facilities to deliver water to the
District's Dove Creek Canal system for the irrigation of 4,000 acres of new lands that are presently dry land
famJed, Water will be delivered to irrigators in pipes i.mder pressure for sprinkler irrigation only, Harris
Water Engineers, of Durango, Colorado, is the planning and design consultant for the project.
