All of these letters <br />will be made a part of the file and the mention of them will be a part <br />of the minutes of this meeting. <br /> <br />Now, Mary. do we have a list of the speakers? All right, we have six <br />and one or two of them have to leave momentarily. <br /> <br />I <br /> <br />Larry. will you give us some background and then if it is all right with <br />the board. I will call on some of these people who have to leave by <br />two o'clock. Then we will hear from the others. With six people who <br />want to speak. I don't see any reason why we can't complete this by <br />five o'clock tonight. We have three hours and a quarter to do it and <br />I don't see any problem. <br /> <br />Now. Larry, will you give us some background information. You just sent <br />out another draft dated yesterday. Tell us about that and then we will <br />call on some of these people. (See Appendix H.) <br /> <br />Mr. Sparks: Mr. Chairman, members of the board, the original draft that <br />we sent out was in September of this year called '~odel Floodplain <br />Regulation (Preliminary)." This was in response to House Bill 1041 <br />enacted this year directing this board to prepare model floodplain regu- <br />lations. Actually, the date given us was by September 30 of this year. <br />We sort of complied with it by at least getting out a draft. We do not <br />feel that the people of this state had had an ample opportunity to <br />study this matter. It is a very critical matter and will have far <br />reaching effect on the use of land throughout the state. <br /> <br />That preliminary regulation was sent out. We sent out about a thousand <br />copies of that to every city and town in the state of Colorado. Numer- <br />ous other individuals and agencies received copies of the model regu- <br />lation with a request that they submit written comments to the board by <br />November 15. The chairman has just given the names of the agencies and <br />individuals who responded. Each of those individuals or agencies wee <br />further contacted. We wrote them a letter last week again pointing out <br />that the board was meeting today and that they were welcome to appear <br />here to make any additional comments or emphasize any points that were <br />contained in their written comments. Those people who did not make <br />written comments are also welcome to make any oral comments today <br />regarding this regulation. <br /> <br />As those comments came in, they were analyzed by our staff. Various <br />staff meetings were held to determine whether or not the comments <br />should be adopted or were applicable in the opinion of the staff. We <br />evaluated every comment that was made. and all of the comments were <br />excellent. There was. as can be expected, a wide variation of opinion. <br />This was a long, laborious task.
