MAR-22-99 MON 07:59 AM ANDERSON

3l:Jo:"::,4bb..:lor

Colorado Water Conservation Board
721 Centennial Bldg.
1313 Shennan St.
Denver, CO 80203

Attn: Greg Espli!rgen

My wife and I were bred and raised in a West suburban village of Chicago, IL. As a
building contractor and having been heavily involved in real estate throughout Cook
and DUPage County, Illinois, to say I have seen It all would be an understatement.

During the 1950's and 1960's I had enjoyed some of the happiest and most
memorable times deer hunting west of Rifle, CO. I hoped that some day I would be
able to retire in Colorado, a virtual paradise far removed from the Chicago area.

Approximately 11 years ago, we retired to Frisco (Mountainside) Into a Patio home
with Miner's Creek on our property on the west and north side of our property line. My
wife and I go to bed each night serenaded by a babbling creek that lulls us to sleep.
What more can a person ask for in life.

It has come to my attention that the Town of Breckenridge has decided to lay claim to
the water rights of Miner's Creek. The point of all this Is to expand commercial
development by increasln!;) snowmaklng and thereby, the T-shirt store industry that
Breckenridge is famous for.

A week never 900S by that the newspapers in Colorado have an article concemlng the
keeping of the natural beauty of Colorado out of the greedy hands of developers. It
appears as though from Cook County, IL., to avoid the wheeler dealers who know the
power of the dollar.

Our solution lies in the CWCB doing their job as difficult as it may be protecting our
right to enjoy what is important to us living In Colorado. Thank you for listening.

Sincerely,

Frank & Shirley Sebek
563 Bill's Ranoh Road

.--.~...

'"'

.
e

e

e
