Seven Basin States have been involved historically in significant issues with the Department <br />of the Interior and Mexico. <br /> <br />- 1944 Treaty <br />- Minutes 241 and 242 ofthe Treaty <br />- 1972 Salinity Control Act <br />- Recent discussions regarding the Southern International Boundary (SIB) and Northern <br />International Boundary (NIB) delivcrics <br />- Recent activities to improve short-term peak salinity impacts in the SIB area <br /> <br />- (others) <br />2, Thc basin states recognize and appreciate that the Mexican delta is seen as a significant <br />ccological component of the Colorado River system, As wc have been historically, we desire <br />to be includcd in the dialogue on Delta issues, Concurrcnt with giving attention to <br />environmental concerns within the United States portion of the Colorado River Basin, it is <br />also important to addrcss areas ofenviromncntal concern within Mcxico's Colorado Rivcr <br />B,lSin, Accordingly, the basin states recognize that when our concerns have been addressed, it <br />will be appropriate to engage in mcaningful discussions rcgarding a plan for long-term delta <br />restoration, However, such a discussion is premature until we have an appropriate foundation <br />of information, <br /> <br />A. Need for Data <br />a full analysis ofthe factual circumstances surrounding the Mexican delta <br />a full analysis of all options available to assist in the direction of rcstoration <br />a thorough understanding of opportunities for water conservation and reallocation within <br />Mexico <br /> <br />a thorough tmderstanding ofthe entirc water delivery, uscs and return flow system within <br />Mexico <br /> <br />additional information on the amount ofwatcr that may be needed for restoration purposes <br />a full understanding of all activities currently underway by, or with the assistance of, U, S, <br />agencies (c,g" Reclamation, FWS, IBWC, etc,) <br /> <br />e <br /> <br />. <br /> <br />e <br />
