DRAFT

Proposed Response to Cliff Barrett

Dear Cliff:

Thank you for your letter of March 5 responding to my letter

of February 22 concerning the p~oposed Dominquez Reservoir

project. At its April 1 meetinq in Denver, the Board reviewed

the concerns which you have rai!led. This letter sets forth the

results of the Board's delibera~ions.

The BOard would like to reiterate its request that the

Bureau proceed with the feasibility study on the M&I plan for

Dominquez Reservoir. The Board feels that the kind of commit-

ments which your March 5 letter requests prior to the continu-

ation of the feasibility study C1re premature. Indeed, the very

purpose of the requested feasibility study is to provide the

information which the state and interested parties will need

before they can respond to the questions which you have posed.
We would also note that neither reclamation law nor rules and

regulations promulgated pursuant thereto require, so far as we

know, that letters of intent or commitments to purchase the water

supply which would be developed by a potential project be forth-

coming prior to the initiation of Bureau feasibility studies.

221 ed
cliffbarrett
