<br />an approximation of the area inundated by the base flood, <br />and for which water surface elevations have not been <br />determined. These areas are equivalent to "areas of special <br />flood hazard" designated as "Zone A" on Federal Insurance <br />Administation Flood Hazard Boundary Maps (FHBM) and Flood <br />Insurance Rate Maps (FIRM), and as "Flood Prone Areas" on <br />U.S. Geological Survey Flood Prone Area Maps. These areas <br />may be based on historical flood records, among other data. <br /> <br />Mobile home A structure, transportable in one or more <br />sections, which is built on a permanent chassis, and is <br />de~igned for use with or without a permanent foundation when <br />connected to the required utilities. The term does not <br />include recreational vehicles or travel trailers. <br /> <br />Mobile home park or subdivision - A parcel (or contiguous <br />parcels) of land divlded into two or more mobile home lots <br />for rent or sale. <br /> <br />Nonconforming use - Any development not permitted under the <br />terms and provisions of these regulations but in existence <br />on the effective date of these regulations. <br /> <br />Obstruction - Any development, stockpile, refuse, or matter <br />in, along, across, or projecting into any floodplain which <br />might impede, retard, or change the direction of a flow of <br />water, either by itself or by catching or collecting debris <br />carried by such water. The term "obstruction" shall not <br />include any device or structure reasonably necessary for the <br />diversion or storage of water or for flood control or <br />prevention. <br /> <br />Permit authority - The local body responsible for <br />administering and implementing certain portions of these <br />regulations as set forth in Section 4 of these regulations. <br /> <br />Regulatory flood protection elevation - The elevation one <br />(1.0) foot above the water surface elevation of the base <br />flood. <br /> <br />Structure - A walled and roofed building that is primarily <br />above ground and affixed to a permanent site, including <br />mobile homes, and gas and liquid storage tanks. <br /> <br />Substantial improvements - Any repair, reconstruction, or <br />improvement of a structure, the cost of which equals or <br />exceeds 50 percent of the market value of the structure <br />either (a) before the improvement or repair is started or, <br />(b) if the structure has been damaged and is being restored, <br />before the damage occurred. The term does not, however, <br />include either (1) any project for improvement of a <br />structure to comply with existing state or local health, <br />sanitary, or safety code specifications which are solely <br />necessary to assure s'afe living conditions or (2) any <br /> <br />-5- <br />
