William McDonald <br /> <br />DATE: March 19,1982 <br /> <br />SUBJECT: Closed Basin Project--Repayment Contract <br /> <br />Introduction <br /> <br />My memo to the Board of January 28, 1982, summarized the <br />current estimated construction costs of the mitigation and <br />enhancement features of the Closed Basin project. These costs <br />total $5,162,000 and $2,690,000, respectively. In accordance <br />with the Act authorizing the Closed Basin project, non-federal <br />interests must assume the costs of: <br /> <br />1. State-owned lands needed for the project. <br /> <br />2. One-half of the costs of recreation enhancement features <br />and one-fourth of the costs of fish and wildlife <br />enhancement features. <br /> <br />3. All annual operation and maintenance costs for <br />enhancement features. <br /> <br />The state-owned lands required for the project total 1772 <br />acres and are estimated to cost $222,750. Reimbursable <br />recreation and fish and wildlife enhancement costs, including <br />interest during construction, total $1,040,500 and $204,000, <br />respectively. Thus, the combined non-federal construction costs <br />for land acquisition and enhancement features total $1,467,250. <br />Annual operation and maintenance costs are projected to be <br />$87,000. <br /> <br />Funds thus far appropriated by the legislature to repay the <br />estimated $1,467,250 of non-federal costs total only $500,000, <br />as authorized by Senate Bill 537 (1979 Session).
