<br />, <br /> <br />COLORADO WATER CONSERVATION BOARD <br />823 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />April 1, 1982 <br /> <br />RES 0 L UTI 0 N <br /> <br />WHEREAS, Public Law 92-514, as amended by Public Law 96-375, <br />authorizes the Secretary of the Interior to construct, operate, <br />and maintain the Closed Basin Division, San Luis Valley Project, <br />Colorado, hereinafter referred to as the "project"1 and <br /> <br />WHEREAS, Sec. 102(a) of said pUblic law requires that there <br />be positive identification of any fluctuations in the water table <br />of the area surrounding the Project attributable to operation of <br />the Project or any part thereof 1 and <br /> <br />WHEREAS, the Bureau of Reclamation must drill certain <br />exploratory aquifer testing and observation wells in Stages 3, 4, <br />and 5 of the Project in order to identify the confining layer and <br />to facilitate the accomplishment of Sec. 102(a). <br /> <br />NOW THEREFORE, BE IT RESOLVED that so long as the Project <br />proceeds in substantial conformity with the Definite Plan Report <br />for said Project and with the most recently developed, mitigation <br />plan therefor, and so long as the United States proceeds with <br />diligence in the construction of the Project, the Colorado Water <br />Conservation Board does not object to the BUreau of Reclamation <br />drilling such exploratory aquifer testing and observation wells <br />in Stages 3, 4, and 5 of the Project1 and <br /> <br />BE IT FURTHER RESOLVED that the Colorado Water Conservat ion <br />Board is not, by this action giving its consent to the Bureau of <br />Reclamation to start construction in Stages 3, 4, or 5 of the <br />Project. <br /> <br />C E R T I F I CAT E <br /> <br />I certify that the foregoing is a true and correct copy of a <br />resolution adopted by a majority vote of the members of the <br />Colorado Water Conservation Board in regular session assembled at <br />Denver, Colorado, on the 1st day of April 1982, at which a quorum <br />was present. <br /> <br />J.
