<br />the form of 1) potential federal funding to complete floodplain mapping projects, and 2) more <br />localized control of the study tasks and review process, <br /> <br />. Currently, FEMA has a policy that funds 50% of all new floodplain study efforts through the <br />CTC program. This.,amount could increase in the future, which would adversely impact the <br />states and its commuJities that do not have a CTC agreement in place with FEMA. <br /> <br />. Several states, such as Montana and Utah, have already signed CTC agreements with FEMA, <br />and many others are now considering such action. FEMA has already contracted with the <br />Denver area's Urban Drainage and Flood Control District in 1999 for this program. All <br />feedback thus far indicates that the CTC program is a desirable approach for floodplain <br />management activities for those commUnities/agencies that meet FEMA' s basic technical <br />criteria, (The CWCB has been given preliminary notification from FEMA that it meets all the <br />necessary criteria), <br /> <br />. The CWCB staff finds that it would be in the best interest of the State of Colorado's floodplain <br />management program to enter into an agreement with FEMA to become a CTC partner. There <br />is not a requirement for matching funds for this program, but it has been found that matching <br />funds can provide significant benefits for expanding the federal program. <br /> <br />RECOMMENDATIONS <br />The CWCB staff recommends that the Board direct the CWCB Director to enter into negotiations <br />with FEMA to draft and execute a CTC agreement for floodplain identification that is favorable and <br />beneficial to the State of Colorado, <br /> <br />1:\boardmem\mar2000\consent agenda'4-2,doc <br /> <br />2 <br /> <br />. <br />.. <br /> <br />- <br /> <br />. <br />
