Evans <br />ewes Director <br /> <br />Colorado Water Conservation Board Members <br />VV ~, <br />Larry Lang and Tom Browning 9-- <br /> <br />Dan McAuliffe <br />Depu ty Director <br /> <br />FROM: <br /> <br />DATE: March 13, 2000 <br /> <br />SUBJECT: Consent Agenda Items 4-2, March 20, 2000, Board Meeting <br />Proposed Cooperating Technical Community (CTC) agreement with the Federal <br />Emergency Management Agency <br /> <br />INTRODUCTION <br />The Federal Emergency Management Agency (FEMA) has a new program whereby the State of <br />Colorado could become a technical partner for the development of new floodplain identification <br />studies and mapping in Colorado, The Cooperating Technical Community (CTC) program is <br />designed to provide technical study assistance to communities better, faster, cheaper, etc! The <br />CWCB staff has investigated this new program and feels that it would be beneficial to sign an <br />agreement to operate as CTC partner with FEMA, The specific details and staff recommendations <br />regarding this proposal are presented below. <br /> <br />DISCUSSION <br />The following bullet items summarize the key issues related to this proposed program: <br /> <br />· Executive Order 8504 states that "the Colorado Water Conservation Board is the State agency <br />responsible for state-wide programs for flood prevention, flood control, flood protection, and <br />flood hazard study criteria, as provided by Section 37-60-1 06( I), Colorado revised statutes <br />1973, and Section 24-65.1-403, Colorado Revised Statutes 1973..." and it states that "the <br />Colorado Water Conservation Board is the State agency designated to coordinate the National <br />Flood Insurance Act of 1968, as amended, and the Flood Disaster Protection Act of 1973," <br /> <br />· The Federal Emergency Management Agency (FEMA) has developed a new program whereby <br />communities, special districts, and state agencies can become a "Cooperating Technical <br />Community" under a special agreement with FEMA for the identification of flood hazard areas <br />within the appropriate jurisdiction, This program provides benefits to the CTC community in <br />
