would have been dry. Fortunately the water
year ending in 1965 was above average as
you can see. It pulled us out of the hole
and we. were able then to capture a reason-
able amount again in Glen Canyon.

this agenda item, at our last meeting we
approved the redraft of the Basin project
bill, with the exception of Title VI, and
we held over until this meeting a considera-
tion of Title VI. So I believe it would now
be in order to have a motion to approve the
Basin Project bill with Title VI as amended
in the draft of December 30, 1966, and as
approved by the Advisory Committee yesterday.
I would think that the motion should state
in definite terms that it is the policy of
the state of Colorado from which there will
be no deviation and that these then would
be the instructions that Mr. Sparks and the
members of the Board would have in negotiat-
ing with the other states and in their pre-
sentation to the Congress. Is that a fair
statement of the situation?"
