"There is one other thing, Mr. Chairman, that we haven't brought up before on the Board. It was very lightly touched on here this morning. That is the fact that this project contemplates channel reconstruction or channel improvement for, I believe, is it eight miles?" I "That's correct; about eight miles." "About eight miles below the dam. Now this whole plan evolves around the release of 5,000 c.f.s. from the reservoir. That means that the channel below there must be able to handle 5,000 second feet of water without flooding structures and what have you in the stretch of the channel. But for about eight miles below the dam the channel will not handle that amount of water. As we get into Denver here or about to Hampden Avenue, the channel will carry from there on through Denver and on below, 5,000 second feet of water. Under the law, the Corps will construct that channel improvement. I think that is estimated to cost some $5 million. This would be realigning the river in certain places below the dam. The Corps can do the construction but the Corps cannot provide tpe access or the rights-of-way or the easements necessary for that construction and the maintenance thereafter. This must be pro- vided by, as the law says, the 'local interests'. Well, when this plan was start- ing to jell the Corps wrote me and said 'Can 1 you furnish assurances that local interests will provide these rights-of-way which may cost $1 million or $2 million? l.re don't know the actual cost on the rights-of-way acquisi- tions.'
