SPARKS: <br /> <br />"Is there any further discussion on Agenda <br />Item #l?" <br /> <br />"There is one other thing, Mr. Chairman, <br />that we haven't brought up before on the <br />Board. It was very lightly touched on here <br />this morning. That is the fact that this <br />project contemplates channel reconstruction <br />or channel improvement for, I believe, is it <br />eight miles?" <br /> <br />I <br /> <br />"That's correct; about eight miles." <br /> <br />"About eight miles below the dam. Now <br />this whole plan evolves around the release <br />of 5,000 c.f.s. from the reservoir. That <br />means that the channel below there must be <br />able to handle 5,000 second feet of water <br />without flooding structures and what have you <br />in the stretch of the channel. But for about <br />eight miles below the dam the channel will <br />not handle that amount of water. As we get <br />into Denver here or about to Hampden Avenue, <br />the channel will carry from there on through <br />Denver and on below, 5,000 second feet of <br />water. <br /> <br />Under the law, the Corps will construct <br />that channel improvement. I think that is <br />estimated to cost some $5 million. This <br />would be realigning the river in certain <br />places below the dam. The Corps can do the <br />construction but the Corps cannot provide tpe <br />access or the rights-of-way or the easements <br />necessary for that construction and the <br />maintenance thereafter. This must be pro- <br />vided by, as the law says, the 'local <br />interests'. Well, when this plan was start- <br />ing to jell the Corps wrote me and said 'Can 1 <br />you furnish assurances that local interests <br />will provide these rights-of-way which may <br />cost $1 million or $2 million? l.re don't know <br />the actual cost on the rights-of-way acquisi- <br />tions.'
