It seems to me there is more flexibility in the proposed draft. <br />In the first place the report of the'Conference Committee does not <br />include Cross Mountain. I think the proposed draft gives Colorado a <br />much better deal on upstream storage than does the Conference Committee <br />report." <br /> <br />I <br /> <br />Mr. Dutcher: "We are working that out right now. I don't.believe vIe <br />are going to insist on pinpointing Curecanti as such. We need a little <br />change in phraseology in the event 'the draft is adopted by the Colo- <br />rado Water Board. Instead of saying, at the end of paragraph 2, "or <br />on the Gunnison River, or a combination of the two", delete that and <br />substitute that by: "A substantial portion of which shall be located <br />on the upper reaches of the Gunnison River". <br /> <br />"In the third paragraph, instead of saying, "There is little doubt <br />but that the amount of storage requested will be needed", substitute <br />that by s~ing, "There is no doubt that further consumptive use of <br />water in Colorado is directly dependent upon high upstream storage". <br />
